Every quarter the DOL OFLC releases public disclosure files for PERM cases. By crunching that data we can see, by name and number, exactly which companies sponsor the most foreign workers for an employment-based Green Card.
Who leads the ranking
Big tech continues to dominate: Amazon, Google, Meta, Microsoft and Apple historically account for a disproportionate share of approved PERMs. In 2026 the pattern holds, but volume is lower than the 2022-2023 peak due to tech layoffs.
IT consulting firms (Cognizant, Infosys, TCS, HCL) also rank high — they are the main sponsors of Indian-born workers in EB-2 and EB-3.
How to use this data
If you're looking for a job with Green Card sponsorship, targeting employers that already file dozens or hundreds of PERMs per year dramatically improves your odds. Companies that have never sponsored a PERM rarely start with you.

What the data doesn't show
PERM filed ≠ Green Card issued. Between PERM and the Green Card sit the I-140, adjustment of status (I-485) and the Visa Bulletin queue — the latter can take years for Indian and Chinese nationals.
High volume also doesn't mean good experience: some consultancies have high RFI/audit rates. Cross-reference volume with approval rate before deciding.
